Project Kuiper is an initiative to launch a constellation of Low Earth Orbit satellites that will provide low-latency, high-speed broadband connectivity to unserved and underserved communities around the world. The mission of Project Kuiper’s Government Solutions (KGS) is to leverage Kuiper and provide high speed, low latency, and secure satellite broadband services to United States and allied government customers.

We have an immediate opening for a Sr. Proposal Manager to support the Kuiper Government Solutions (KGS) team focusing on government customers around the world, including U.S. DoD and other national security customers.

The KGS Sr. Proposal Manager supports the Kuiper Government Solutions (KGS) team focusing on global government customers. You are responsible for leading our effort to deliver proposals for scalable, transformational solutions to global Government customers. Your primary responsibilities are working with members of the KGS Capture, BD/Sales and Partner teams to develop compliant, compelling and innovative proposals to include written responses for RFIs/RFQs/RFPs (RFx); BAA; AFP; oral presentations and demonstrations; and unsolicited documents and white papers. You will also work with the team to develop and implement response templates, just-in-time training, innovative best practices and tools.

The candidate should also have a demonstrated ability to think strategically about the mission, product, and technical challenges, with the ability to build and convey compelling value propositions in a written context. The ideal candidate will be familiar with US Government acquisition guidelines (FAR/DFARS), have supported US federal pursuits, and be experienced with federal RFI, RFQ, RFP, BAA, AFP compliance requirements. You must leverage your knowledge and skills to decide what actions to select stakeholders to determine the right goals, inform decisions. You will design long-term solutions to KGS proposal scaling approach. You will take the lead on local initiatives, while delivering independently (seeking direction when needed).


Key job responsibilities
As the Sr. Proposal Manager you will guide the team to respond to and win several strategic opportunities. You must think big while diving deep, remain flexible to change, build and earn trust with internal and external customers and be passionate about delivering high-quality results.

In this role you will:
• Leverage your familiarity with US Government acquisition guidelines (FAR/DFARS), US federal pursuits, and with US federal RFI, RFQ, RFP, BAA, AFP compliance requirements to lead development of compliant submission for Global government customers
• Manage and lead multiple proposal efforts for KGS Government customers, simultaneously
• Develop and use deep industry background that enables you to engage and communicate effectively on a wide range of technical and business discussions with customers, partners, and internal Kuiper team members.
• Lead continuous end-to-end delivery of simplified solutions for KGS proposal processes across the KGS team. Clearly articulate the benefits and challenges with each approach, leveraging input from appropriate cross-functional stakeholders.
• Create new content with cross-functional stakeholders, managing multiple internal proposal deadlines, and the final submission of compliant proposal documentation
• Create and maintain a proposal content library to support responses to prospective customers and stakeholders
• Help develop win themes and bid differentiators, starting backwards from the customer.
• Validate requirements to ensure proposal compliance, and act as the primary interface for proposal response efforts.
• Maintain a proposal response calendar; track and measure proposal metrics (responses, finalist, win rates, etc.)
• Be a thought leader with respect to proposal responses, win themes, process improvement and project management.
• Identify and clear blockers with the right resources, escalating when appropriate
• Demonstrate leadership and ability to navigate through complex problems, weighing various priorities and options, and managing multiple options and constraints
• Communicate clearly and effectively to peers and leadership on the plans, status, and critical issues
• Fosters a constructive dialogue, harmonizes discordant views, and leads the resolution of contentious issues
• Drives adoption of best practices for operational excellence.
• Accelerates progress by creating or optimizing multiple cross-team procedures.

Security Clearance: This position requires that the candidate selected be a US Citizen and must currently possess and maintain an active TS/SCI security clearance.

This position is in Arlington, VA. Some travel, primarily domestic, will be required.

BASIC QUALIFICATIONS

- Bachelor's degree in relevant field or equivalent experience.
- Demonstrated oral and written communication skills.
- 8+ years of proposal management experience supporting proposal responses to complex RFI, RFP, BAA, and other USG opportunities, including solicitation compliance, win strategy development, and proposal metric tracking

PREFERRED QUALIFICATIONS

- 10+ years of proposal management experience
- Ability to negotiate and resolve conflict smoothly and without formal authority (influence without authority)
- Ability to lead within a fast-paced, dynamic and multi-task driven environment
- Experience with Government and commercial SATCOM systems
- Familiarity with DoD/IC/NASA Satellite development projects.
- Experience with presenting to senior management
